the key to low sp lvl3 missions is a damn good tank, in general you should put your damage dealing skills later (you can boost weapons with modules if need be)
capacitor skills are a must have for all BC's (except maybe a passive missile ferox), Your racial (armour or shield) tanking skills next, im not very familiar with armour tanking so cannot go into specifics other than good hardeners + decent repair rate = good tank as far as missions are concerned. Once you have your defence sorted out you can turn to your offence, it is always a good idea to pick one maybe two weapons this avoids you needing 3 or more different optimal ranges to worry about. Due to the nature of most missions shortrange seems to be most effective.

I have used all T1 non named modules as these are always available, it is advisable to replace these with named/T2 modules as soon as skills/wallet allows This setup allows the small repper, webbifier and all weapons to be run continiously, the capacitor balances out at about 45% (33% being max recharge), i have not included drones but you have enough room for 5 light drones I used two multi spec hardeners (energised adaptive nano)so switch these to suit the rats you are facing
